As the Malta Gaming Authority (MGA) reflects on 2024, CEO Charles Mizzi has underlined the regulator’s sharpened focus on agility, collaboration, and future-readiness, values that are shaping the Authority’s evolving role in a fast-changing industry.

“While the Authority already functioned effectively in many respects, it was important to take the time to observe, listen, and identify areas where we could enhance our operational efficiency and long-term sustainability,” Mr Mizzi shared in the company’s annual report.

“This period of reflection and strategic alignment laid the groundwork for targeted improvements aimed at sharpening the MGA’s agility, responsiveness, and ability to support an evolving industry landscape.”

Among the first initiatives undertaken was a thorough review of internal processes, a move Mr Mizzi identified as a top priority upon assuming the CEO role last year. The objective was to assess operational resilience and streamline workflows.

“We recognise that our responsiveness to the industry is critical,” he said. “With this in mind, we conducted a comprehensive review of our internal processes, allowing us to identify inefficiencies and key areas for improvement.” He noted how the MGA had begun streamlining workflows to foster a more agile and responsive organisation.

Alongside process improvement, the MGA has been investing in its people. Mr Mizzi highlighted the importance of strengthening the Authority’s human resource capacity as a pillar of resilience, ensuring that the MGA is equipped with the right talent and skills to navigate the increasingly complex demands of the sector.

Beyond internal improvements, the Authority continues to take a strategic approach to international collaboration, especially given the cross-border nature of gaming.

“Effective regulation does not happen in isolation,” Mr Mizzi stated. “We’ve reinforced our partnerships locally and internationally, formalising relationships through Memoranda of Understanding and Data Sharing Agreements that are critical to our regulatory and supervisory work.”

He cited ongoing engagement with industry stakeholders through platforms such as MGA Meets and public consultations as key enablers of transparency and trust, ensuring regulation is not only effective, but also informed by the realities of those it impacts.

In line with its mission to uphold integrity in the gaming ecosystem, the MGA has also maintained close collaboration with other Maltese authorities.

The Authority’s joint efforts with the Financial Intelligence Analysis Unit (FIAU) in combating money laundering, including the completion of a thematic review on AML/CFT practices, were noted as pivotal steps in reinforcing compliance and sector-wide learning.

Likewise, its coordinated work with the Malta Financial Services Authority (MFSA) continues to strengthen Malta’s regulatory landscape.

Looking to the future, Mr Mizzi is confident in the MGA’s ability to strike a careful balance – upholding rigorous standards while supporting innovation and sustainable growth.

“Effective regulation, in my view, should not hinder innovation or progress but enable and nurture it,” he said.

“I want the MGA to be recognised not only for setting high standards, but also for guiding the industry to meet them efficiently and responsibly,” he continued.

He concluded by thanking the MGA’s leadership, board members, and team, as well as its local and international partners, for their dedication and collaboration throughout what he described as a transformative year.

“As we navigate the challenges and opportunities ahead, our resilience will remain our greatest strength, ensuring that Malta retains its position as a leading and respected gaming jurisdiction,” he concluded.
