Joseph Sultana has been nominated for a further five-year mandate on the Performance Review Board of the Single European Sky (SES), reaffirming his influential role in shaping Europe’s air traffic management system.

Mr Sultana began his aviation career in Malta as an air traffic controller before moving into management.

By 1991, he was serving as Head of Air Traffic Services in Malta and Assistant Director of Civil Aviation. That same year, he joined Eurocontrol, the European Organisation for the Safety of Air Navigation, where he went on to spend nearly three decades.

At Eurocontrol, Mr Sultana gained recognition after successfully leading the Reduced Vertical Separation Minima (RVSM) project, a cornerstone initiative that enhanced air traffic efficiency and safety. Over the years, he advanced through several senior positions, including Chief Operating Officer of the Central Flow Management Unit, and later Director of the Network Manager Directorate between 2011 and 2019.

In this role, he oversaw Europe’s air traffic network, managing capacity, delays, and efficiency across the continent. Following his retirement in 2020, Mr Sultana continued to contribute his expertise as a consultant to aviation organisations in Europe and Southeast Asia, while also chairing the Board of Malta Air Traffic Services.

The Single European Sky initiative, launched in 2004, seeks to reduce the longstanding fragmentation of Europe’s airspace. By improving air traffic management performance, SES aims to enhance safety, boost capacity, cut costs, and reduce the environmental impact of aviation.

With demand for air travel continuing to grow, and with unexpected disruptions such as the COVID-19 pandemic putting pressure on the system, the initiative plays a key role in preventing delays that cost airlines money, inconvenience passengers, and increase fuel consumption and emissions.
