Matthew Costa has been appointed Chief Executive Officer of the National Development and Social Fund (NDSF).

The NDSF is a Government Agency established on 6th January 2015, to receive, invest and distribute funds that were received mainly through the citizenship by investment schemes.

He has built a long career in the public sector, most recently serving as Chief Financial Officer of the Water Services Corporation and Executive Director of Clearflowplus PLC.

Throughout his career, he has led innovative financial initiatives, including Malta's first Green Bond, while strengthening financial governance and overseeing investment programmes worth millions of euros.

He studied at the London School of Economics and Political Science and the University of Malta, where he obtained both undergraduate and postgraduate degrees.

The Education Ministry also expresses its gratitude to Raymond Ellul for his service and contribution in leading the NDSF throughout his tenure, as he will be retiring upon reaching retirement age.
