When Stefan Farrugia founded Eunoia in 2017, people told him he was crazy for focusing exclusively on data and analytics. He invested anyway, spending the years that followed pursuing every external certification and standard available. This year, Eunoia became the first locally registered company in Malta to earn the Analytics on Microsoft Azure Specialisation, the credential that requires an independent audit to prove it.

Mr Farrugia recalls the early days of his journey, saying, "Everyone called me crazy for focusing on data and analytics. Now, I see so many people claiming to be experts in data and AI. It's easy to use AI to generate marketing content and build proposals, but consistently delivering projects with the right frameworks, repeatable blueprints, industry standards, and talented individuals who understand data flows is a different story."

"It's heartbreaking to see companies making the wrong decisions," he says. "Choosing the wrong data partner is not just a financial problem; it slows down the business, creates a huge bottleneck, and the team loses trust in data entirely. They stop believing in it and fall back on gut feeling. I've seen companies lose their way because of a single partnership choice."

This context explains why Mr Farrugia's approach to building Eunoia has been so focused on quality and standards. From the start, he treated external standards as a commitment to the quality of every engagement. Eunoia achieved ISO 27001 certification, gained Microsoft's Solutions Partner designation in Data and AI, and built an offshore delivery capability. The company also took on Microsoft engagements that required the highest levels of technical scrutiny and delivered them successfully. Each milestone was seen as an investment in the company's people, tools, and processes, made on behalf of its clients.

"I've always held myself and my team to the highest standards," Mr Farrugia explains. "We look at partner requirements as milestones to achieve for our customers' benefit. These investments have paid off, raising the bar for what we can deliver. From ISO 27001 to our Data and AI designation, and from offshore projects to supporting customers through Microsoft engagements, each achievement has built on the last."

Recently, Eunoia reached a new milestone, becoming the first locally registered company in Malta to earn the Analytics on Microsoft Azure Specialisation. This credential is the highest tier in the Microsoft AI Cloud Partner Programme and requires companies to meet strict eligibility criteria, maintain a team of certified engineers, and pass an independent third-party audit. The same criteria apply to partners worldwide, with no exceptions for smaller markets. Mr Farrugia, who received the EY Entrepreneur of the Year 2025 Rising Star Award, emphasizes the importance of the audit component.

"We've invested years in meeting the standards that matter," he says. "Our clients deserve a partner that meets the highest available standard. This specialisation is our most demanding credential yet, and the audit is globally benchmarked and independently assessed. As the first locally registered firm in Malta to hold it, we're proud of what we've achieved."

Beyond the credential, Mr Farrugia is focused on Eunoia's practical delivery capability. "We've developed our tools to accelerate projects," he says. "We bring knowledge, standards, and credentials to the table, as well as libraries and templates to speed up project delivery. Everyone at Eunoia is proud to be a data and AI expert, and that's what sets us apart. However, we don't just talk about our expertise; we use it to deliver results."

Eunoia's approach is underpinned by its Decision Operating System, a structured five-phase programme. The process begins with mapping business decisions. Eunoia then builds the data infrastructure, integrates artificial intelligence at key points to maximise its impact, and works closely with the organisation to ensure the system is properly utilised. The final phase ensures the system continues to learn and improve over time.

"We're here to help organisations align, decide faster, and turn insights into action," Mr Farrugia says. "With this specialisation, we're raising the bar for the standards of support we offer."
