WH Partners has announced the promotion of Adrian Mallia to Partner, effective 1st March 2026.
The firm said that Dr Mallia brings more than two decades of legal experience, having advised clients on public procurement, aviation, asset financing, mergers and acquisitions, and complex dispute resolution matters. His promotion reflects what the firm described as his contribution to building its capabilities in procurement and aviation-related work.
In a statement accompanying the announcement, WH Partners Managing Partner James Scicluna said the appointment recognises the impact Dr Mallia has made since joining the firm, adding that the partnership role reflects his contribution to the team’s growth.
Dr Mallia has advised both private and public sector clients on procurement and tendering matters, including litigation involving multi-million-euro tender objections before the Public Contracts Review Board and the Court of Appeal (Superior Jurisdiction). He has also supported public authorities in drafting tender documentation and managing procurement processes.
Beyond procurement, he regularly advises clients in the aviation sector, including on obtaining airline operating certificates (AOCs) and aircraft registration with Transport Malta’s Civil Aviation Directorate (TM-CAD). His practice also includes M&A transactions and financing structures, particularly those involving security over aircraft and vessels.
He is an active litigator before Malta’s administrative tribunals and the Superior Courts, and is a member of the Chamber of Advocates in Malta.
Dr Mallia studied law at the University of Malta, graduating with a B.A. in 2000 and an LL.D. in 2003, before completing a Master’s degree in the Economics of Competition Law with distinction in 2004. Over the course of his career, he worked at two established Maltese law firms as well as in private practice, and has been ranked by Chambers and Partners since 2005.
Commenting on his promotion, Dr Mallia said the past months had allowed him to work closely with a team focused on delivering practical results, adding that he looks forward to continuing to support the firm’s work going forward.
It aims to advance sustainable tourism research.
The Chairman acknowledged the positive performance achieved in 2025 but stressed that growth must be balanced with preservation.
