ClearFlowPlus plc has announced the appointment of Karl Cilia as Chairman of the Board, as confirmed in a recent company announcement.

ClearFlowPlus plc acts as a financing vehicle of the Water Services Corporation, the entity responsible for producing and distributing potable water across the Maltese islands. The Water Services Corporation oversees the extraction of groundwater, the production of drinking water through reverse osmosis, and the collection, treatment, and safe disposal of wastewater.

Karl Cilia brings extensive experience in the utilities and water management sectors to his new role. A graduate specialising in Information Systems, he was part of IBM’s Global Services team for nearly four years, focusing on Utilities Business Systems. During this time, he furthered his education in Management and Business Administration.

In 2011, Mr Cilia played a pivotal role in implementing Malta’s end-to-end nationwide Smart Metering project for electricity (Enemalta) and water (Water Services Corporation). “This, which made Malta the first nationwide smart energy and water grid in the world, was later recognised as one of IBM’s top 100 icons of progress,” he stated.

His career trajectory saw him join Enemalta in 2015 to lead its distribution systems directorate. His work focused on smart meter-to-cash operations and process re-engineering, primarily aimed at significantly reducing non-technical losses. Mr Cilia later became a member of Enemalta’s Board of Management and, in 2018, was promoted to Executive Director of Operations, overseeing Malta’s nationwide electricity distribution network until 2021.

In the summer of 2022, Mr Cilia was appointed Chief Executive Officer of the Water Services Corporation.

Now, as Chairman of the Board at ClearFlowPlus plc, Mr Cilia is set to leverage his extensive experience and expertise to further the organisation’s objectives.
