Graziella Grech has announced that she has taken on the role of Executive Director at FinPlus Europe, a newly incorporated company in Malta and a subsidiary of a North African fintech group, as the organisation establishes its European presence.

In a statement, Ms Grech explained that the Malta-based entity is being set up to serve as a gateway into the European market, with leadership shared between herself and another executive director based at the parent company. The move forms part of a broader strategy by the group to expand its footprint across Europe.

She described the decision to base operations in Malta as “strategic”, citing the jurisdiction’s regulatory framework, access to the European market, and its financial services ecosystem as key factors supporting the company’s expansion plans.

Ms Grech is currently leading the process to obtain a Payment Institution licence, a step required for the company to offer regulated payment services across the EU. She noted that the initiative involves building a platform designed to be scalable and compliant, while operating within a regulated environment.

“Building from the ground up in a regulated environment is both a challenge and an opportunity, requiring strong governance, clarity of vision, and close collaboration with key stakeholders,” she said.

She added that her recent work with regulators and industry stakeholders has reinforced her view of Malta as a jurisdiction that supports investment through accessibility and collaboration, a position she had previously advocated during her time at FinanceMalta.
